hasci is a free program to display files in hexadecimal and ASCII, allowing the user to navigate through the file interactively. It's only the first version, and is currently only known to work on GNU/Linux systems with the ‘ncurses’ library installed (if you've got a Linux system, it should have this).
Hasci has nice color coding to help the user see where control characters and non-ASCII characters are in the file. As far as I know its the only hex/ASCII file viewer that has this feature (drop me an email if you know differently).
The resources are available for hasci are shown below. To install it download one of the compressed ‘tar’ files and extract it somewhere. Build it in the usual way.
